AC - AC Convertor

I have recently purchased a Makita BHP451 combo from the USA as I live in the UK.
I have tried to charge both of the BL1830 18v 3.0Ah batteries with the DC18RA battery charger using a MW AC-AC Convertor, Model: MW2P045, INPUT:240v~50Hz, OUTPUT:AC 120v 45w.
The results are always the same as when I switch the power on for the charger the green light will flash as it should, but as soon as I connect a battery to the device the charging tone bleeps and the red charging light is on with the cooling fan, then after 19 seconds the cooling fan stops and the red and green light flash alternatively.
The symbols suggest that the batteries are at fault but the charger and the batteries are brand new.

Can you please advise

    did you ever figure this out - I have the EXACT same problem. Both of my batteries will not charge and I haven't had it long.

    a 45watt step down is no where near enough , you need more like 300watt, the charger indicates needed input - 120v 240watts 50-60hz
