the saw is in lock down mode and I can"t seem to release anything to be able to raise it up. can't find ls210 manual to see how to release the lock

Hello all
i have an old band saw, that need a repairing.
but i have sevral problems :
1. i dont now the campany and the model of the band saw ? i think its"metabo" (i add a picture if somane recognize it will heelp me alot )
2. there is tow wheel with rubber band? if someone now what are they using for ti will help me alot.
