I have a Delta Unisaw #34-802 Ser. 902J66810. The "single phase motor starter" clicks on both ON and OFF, but does not start. [It has the following info inside the box: 1 phase 235 v 5 amp; CR353XAAA NC, 10a 1/3 HP 250 v AC, 092602018, and Cat. # 34-802 Ser. 90J66810] A metal shaft in the starter mechanism moves forward and back, I have confirmned 235 v to the unit and 26.5 v at the switch.
