bought JS-ipsp for Samsung Android. Powered up ov...

bought JS-ipsp for Samsung Android. Powered up overnight, plugged into bottom of phone (10% battery left) and no increase in battery level indicating on phone. When I push front little button on DigiPower shows 4 lights (fully charged)??
