What are the springs on the yellow pins for? Tryi...

What are the springs on the yellow pins for? Trying to snap blue parts into center hub...but do not snap? Not sure what is wrong...but not working? Do not see how to snap center hub securely...not sure where or why the yellow pins with springs on bottom>? thank you!!
