Question About Grizzly Saw G1023S
1023S table saw...

What could the problem be if the saw does not spin the blade fast enough to cut through the wood untill it speeds up then will cut but bogs down quickly. There is also a growling sound when first starting the saw. I have checked the belts and they are tight according to the manual.
