Question About Harbor Freight Tools Battery Charger 45005
45005 Charger won't charge...

I measure zero volts when I turn ot on. Connecting to a battery shows no charge current although the current meter does 'Bump" for half a second. Does this mean something is wrong with the battery or the charger?
