what is the wrench for and how do you attaché the...

what is the wrench for and how do you attaché the pad. there is no way to keep the inside from moving while you try to screw the pad on. part number 45 I have dozens of air tool and DA's for finishing and this one makes no since and there is zero instruction in the manual.
