I have a King air compressor, mod. 8499, about 8 yrs. old. Breaker started kicking out, by-passed it to see if it was a faulty breaker but found it's not the problem. Motor will turn over slowly , even in warm climate but won't start enough to run steady . Would this be a starting capacitor or a running capacitor gone bad ?
