Why won't my BL1830 18V 3.0Ah battery charge when ...

Why won't my BL1830 18V 3.0Ah battery charge when I insert it onto the charger? The lights on the lower end of the charger face blink red then green and continues that cycle. External physical appearance looks almost new.
