I turn on the pressure switch and the compressure ...

I turn on the pressure switch and the compressure and it will shut down when it reaches the desired pressure. As I use the air the motor trys to start but it will pups the house breaker, if turn the pressuer switch off then drain the tanks completly and then turn on the switch it will work, until I start to use air ?
