Question About Sears Battery Charger 200.71222
My sears diehard charger model 200.71222 puts out ...

My sears diehard charger model 200.71222 puts out only 9.68 V when not connected to anything. Should it not be about 14 VDC on open ckt ? The current seems fine with a large spark.
