"Sander 113.22643" I can't get the idler pulley fa...

"Sander 113.22643" I can't get the idler pulley far enough back to allow me to replace a belt that someone else broke. It looks like the belt has shrunk, but it hasn't. I can take the idler pulley off but can't find anything more to adjust. Is the drive pulley adjustable?Am I missing something subtle? Thanks -- Jon Willand
