I have a BD VECO10BD jump starter. When I press the charge level button neither of the red lights or the green light up. I know there is no charge in the battery since the area light also does not turn on. When I plug in the AC charger all the charge level lights illuminate. How do I know when the battery is fully charged? Should all the lights be on when I start charging the device? John 303 475 0806.
