Enables OSPFv3 on an interface.
• process-id—Internal identification. It is locally
assigned and can be any positive integer. The number
used here is the number assigned administratively when
enabling the OSPFv3 routing process.
• area-id—Area that is to be associated with the OSPFv3
interface.
• instance-id—(Optional) Instance identifier.
